In March 1970, the first Islamic Conference of Foreign Ministers was held in Jeddah, Saudi Arabia. “Muslim governments would consult with a view to promoting among themselves close cooperation and mutual assistance in the economic, scientific, cultural and spiritual fields, inspired by the immortal teachings of Islam.” Furthermore, they also passed a resolution which stated: In the conference they decided to establish a world organisation. On 25 September 1969, representative from 24 Muslim countries met in the Rabat, the capital of Morocco. The Moroccan king Hassan II invited Muslim leaders. As many as 25 Muslim countries also filed a complaint to the United Nations alleging Israel as complicit in the arson. After this incident, a former Mufti (legal religious authority), Amin al-Husseini, of Jerusalem demanded that a summit be held of all Muslim heads of state. The fire he ignited destroyed part of the roof and the 800-year-old pulpit of Salahuddin Ayubi, the general who liberated Jerusalem from the Crusaders in the 12th century. On 21 August 1969, an Australian-born Christian, Dennis Michael Rohan, attempted to set fire to the ancient Al-Aqsa Mosque in Jerusalem.
